The Koch Attack on Solar Energy

The Editorial Board of the New York Times today published a rather misleading piece about moves to tax solar panels, which already commonly enjoy an exemption from property taxation. Property taxes are egregiously regressive and tend to punish homeowners for positive changes to their property, but favoring only the improvements made by one industry suggests cynical manipulation, not an interest in general reform. And indeed, that is not what the editorial is interested in.
For the last few months, the Kochs and other big polluters have been spending heavily to fight incentives for renewable energy, which have been adopted by most states. They particularly dislike state laws that allow homeowners with solar panels to sell power they don’t need back to electric utilities. So they’ve been pushing legislatures to impose a surtax on this increasingly popular practice, hoping to make installing solar panels on houses less attractive.
Whatever the intention driving the Kochs might be, there are a number of aspects to these battles that are ignored in this editorial. Like the targeted tax exemptions to favor one industry group, “incentives for renewable energy” are shamelessly biased. If the goal were truly to reduce carbon emissions or pollution, then that would be the stated requirement. Instead, these laws specify only the theoretical means, usually limited to wind and solar, not allowing hydro, and often specifying in-state generation. Furthermore, they make no provisions for monitoring the results on emissions. In effect, they simply tell utilities which suppliers they can and can not buy from without regard to actual effect. Indeed, one of the changes being fought by the wind industry in Ohio is to simply remove those purchasing directives from the renewables and efficiency standards, i.e., to let the utilities, not industry lobbyists, determine how best to achieve the goals.

As for net-metering, it is far from the equal exchange implied in the editorial. While homeowners get to install solar panels on the cheap by using the grid as a battery, net-metering laws generally require utilities to pay a hefty premium for taking the overflow. So not only are solar panel owners relying on a grid they no longer pay for, utilities have to pay them handsomely for dumping their excess production. Hence the logic of a tax on solar panels: to help pay for the grid that they continue to use.

Demonizing the Koch brothers, “big polluters”, and “big carbon” in these discussions is no more acceptable than the demonizing of all things Obama that the editorial decries about “Koch Carbon” ads. Nor is automatically defending all things Obama. In fact, Ken Lay of Enron, with the help of George W. Bush, essentially created the modern wind industry as a heavily subsidized darling of environmentalists. (Bush was keynote speaker at the 2010 American Wind Energy Association conference.)
The coal producers’ motivation is clear: They see solar and wind energy as a long-term threat to their businesses. ... Renewables are good for economic as well as environmental reasons, as most states know. (More than 143,000 now work in the solar industry.)
Coal isn’t even a part of Koch Industries activities. Piping natural gas, however, is, and in terms of actual electricity production, natural gas is the fastest growing source, driven in large part by the need for generators that can react quickly enough to the highly fluctuating production of wind. (Ironically, if it did not have to contend with wind, natural gas generators could be built to be almost twice as efficient.)

Nor is coal threatened by solar and wind. It is the increase of natural gas that has reduced coal’s share of electricity generation. Because it takes several hours for a large coal plant to start up, it can not shut down as solar and especially wind production rises, because that production will fall again, usually unpredictably. That means coal must still be burned even while not producing electricity. Furthermore, world demand for (cheap) electricity is only increasing, and U.S. coal is increasingly exported to those markets.

The only threat to coal profits would be enforcement of environment and labor laws, but fighting for that would recognize that even so-called progressives are indeed users of coal, which is hard to nuance in a simple-minded fund-raising appeal or media event.

As for jobs, the solar and wind lobbies count every ancillarily involved contract as a job. The lawyer who draws up leases, the consultant who adapts the boilerplate environmental review, the concrete company that pours foundations, the lunch truck that hits a construction site on its rounds — these are all counted as “jobs in solar and wind”, even though they all existed before and will continue to exist after.

(According to Wikipedia, Koch Industries employs 50,000 people in the U.S. and 20,000 in other countries. Is that a justification per se for anything?)
That line might appeal to Tea Partiers, but it’s deliberately misleading. This campaign is really about the profits of Koch Carbon and the utilities, which to its organizers is much more important than clean air and the consequences of climate change.
Again, this editorial might appeal to Obama apologists and corporate-allied environmentalists, but it does so by being deliberately misleading.

The importance of reduced meat and dairy consumption for meeting stringent climate change targets

Abstract
For agriculture, there are three major options for mitigating greenhouse gas (GHG) emissions: 1) productivity improvements, particularly in the livestock sector; 2) dedicated technical mitigation measures; and 3) human dietary changes. The aim of the paper is to estimate long-term agricultural GHG emissions, under different mitigation scenarios, and to relate them to the emissions space compatible with the 2 °C temperature target. Our estimates include emissions up to 2070 from agricultural soils, manure management, enteric fermentation and paddy rice fields, and are based on IPCC Tier 2 methodology. We find that baseline agricultural CO₂-equivalent emissions (using Global Warming Potentials with a 100 year time horizon) will be approximately 13 Gton CO₂eq/year in 2070, compared to 7.1 Gton CO₂eq/year 2000. However, if faster growth in livestock productivity is combined with dedicated technical mitigation measures, emissions may be kept to 7.7 Gton CO₂eq/year in 2070. If structural changes in human diets are included, emissions may be reduced further, to 3–5 Gton CO₂eq/year in 2070. The total annual emissions for meeting the 2 °C target with a chance above 50 % is in the order of 13 Gton CO₂eq/year or less in 2070, for all sectors combined. We conclude that reduced ruminant meat and dairy consumption will be indispensable for reaching the 2 °C target with a high probability, unless unprecedented advances in technology take place.

The real agenda of school choice opponents: protecting privilege

Perhaps Steve Nelson should have heeded his feelings of “caution and ambivalence” before submitting his jeremiad against school choice (“Real Agenda of School-Choice Advocates,” Valley News [West Lebanon, N.H.], January 5). It is difficult to imagine a more awkward and inappropriate source of such a lamentation than the head of an expensive private school in Manhattan [The Calhoun School].

Nelson is rightly concerned about quality, but erroneously states, “The one comprehensive study done to date shows that charters on balance do slightly worse than the public schools they replaced.” Assuming that he is referring to the “National Charter School Study” by the Stanford University Center for Research on Education Outcomes (CREDO), the 2013 report actually states that “charter schools now advance the learning gains of their students more than traditional public schools in reading[, and] academic growth of charter students in math [...] is now comparable to the learning gains in traditional public schools.” CREDO also separately studied Louisiana, which Nelson singled out for condemnation: “The charter school sector in Louisiana has a trend of strong results.”

Obviously, not all private or charter schools are commendable, voucher systems are far from ideal, and profiteers exploiting a real need are rightly decried. But students who are failed by their public school don’t have time to wait for improvements. They need those alternatives now. It certainly doesn’t help to accuse their parents of tearing apart “the connective tissue of our nation” for trying to do what’s best for their children.

Since Nelson defended his own alternative school as decidedly not rending “America’s social fabric,” he would have done better to suggest more progressive ways to expand such options for others. As noted by Ginia Bellafante in the same day’s New York Times, Mayor Bill De Blasio’s newly appointed Schools Chancellor, Carmen FariƱa, has high praise for a network of charter schools serving the poorest neighborhoods of Brooklyn. And the cover story of the Valley News featured the Ledyard Charter School, which impressively meets the needs of many area students for an alternative to the regular high schools. Not only the schools and students, but society as a whole would clearly benefit from more support for such alternatives.

A progressive approach to education requires choice for all, not just the rich.

More on science fetishization

The corporate bullies of GMOs, wind power, “smart” meters, etc. invariably appeal to “science” to dismiss concerns of harm and tout the claims of good. But the actual good is invariably the benefit to their companies’ or research teams’ viability and profits. There is no questioning of their necessity or consideration of what is to be lost or taken away (e.g., farming freedom, open and wild spaces, privacy, etc.).

Their appeal to science is amoral. Their defenders apparently believe that a conclusion is “good” simply for being reached logically. And that criticism of science, however logical, can not in fact be so, because logic has already determined that it is good.

The problem, of course, is an infantile division of human thought between “rational” and “emotional”. Both religion and science operate with both, but the latter claims the exclusive mantle of “reason” and then self-servingly stops there. Any questioning of what science does in the name of reason, or what companies do under the name of science, is called an attack on reason itself, even when it is itself quite reasonable.

The business of science, as its own gatekeeper, is often deaf to reason outside its own self-serving logic. A prime example is the swallowing by GMO supporters of the claim that Roundup-Ready crops would reduce pesticide use, when they are expressly designed to tolerate the company’s own pesticide, thus removing an important check on that pesticide’s use. The result has indeed been an increase in pesticide use, and the “anti-science fear-mongers” who warned of super-weeds and the threat to monarch butterflies have been proved correct. While “golden rice” has been talked about for many years without any practical results, the actual results of GMO “research” have been “terminator” genes to prevent seed saving and plants that produce their own pesticides, as well as pesticide-tolerant crops. Even if golden rice were a beneficial reality, it has nothing to do with all that is wrong with the GMO business.

The assertion that humans have always manipulated the genes of plants and animals illustrates the amoral logic that actually, in the service of corporate science, avoids thought. There is a big difference between selecting the results of a plant or animal’s own natural processes and splicing genes between species and even kingdoms. The latter represents a violation of the natural order that science purports to study.

Reason without consideration of ethics or morals, or simply without considering potential harms or seriously assessing actual benefits, is a mark of a sociopath. Human reason is not a good in itself. It is ultimately self-serving: hence the term “rationalization”. And rationalization of corporate depredation and profit — along with demonization of those who question it — is not science.

Have a fascist new year.

In a year-end wrap-up of U.S. politics last week, which I caught on NPR by chance, the guest noted how both Democrats and Republicans have lost favor. The host, oblivious to reality, or perhaps determinedly fending it off, asked if this provided an opportunity for a third party, "something more centrist".

In that question, he persisted in the story line that the Democrats are the party of the left and the Republicans the party of the right, which has in fact never been true. The Democrats and Republicans as a whole have always marched hand in hand as two faces of one imperial capitalist party, sometimes playing the game as understood by the NPR host to keep their control. Thus, for example, during campaigns, if not while governing, Democrats once reached out to unions, Republicans to the upwardly mobile. It shifts with time and demographics, but the parties deftly divide the market between them.

There is no "center" between them. They represent two styles of imperial capitalism. Occasional individuals may break ranks on single issues, but they dare not truly break away and challenge the narrow range of action allowed by this system, let alone the assumptions of hegemonic exploitation as necessary to their comfort.

What the NPR host lacked is perspective, perhaps honesty. The center is not between the two imperial capitalist parties, but between the people and that government. The center is not some magic place of smorgasbord compromise, but a place of mediation. It is real government in communication with the people, not as targets of marketing to keep them buying a bill of goods, but as citizens.

It is the difference between democracy and fascism.

Sleep clears brain of toxic metabolites

Anthony Komaroff writes in New England Journal of Medicine Journal Watch:

We all know that without enough sleep, mood and cognition are impaired. Certain central nervous system conditions, including migraines and seizures, become more frequent and severe with a lack of sleep. When animals are kept from sleeping, they ultimately die.

Clearly, we need to sleep. But why? In a study in the October 18, 2013, issue of Science (http://dx.doi.org/10.1126/science.1241224), researchers report on a technique they developed for measuring the interstitial space in the brains of living mice. That space is bathed by cerebrospinal fluid that is produced by the choroid plexus and pumped back into the blood in the meninges. The researchers found that, during sleep and anesthesia, the interstitial space increased by 60%. The functional result of this expansion is that many metabolites of neurons and glial cells that spill into the interstitial space are cleared from the space much more rapidly, enter the blood, and are detoxified by the liver. These molecules include Ī²‐amyloid and tau, which build up in the brains of patients with Alzheimer disease. When sleeping animals are aroused, the clearance of toxic metabolites slows markedly.

The researchers speculate that, at least in mice, the buildup of toxic metabolites in the interstitial space in the brain is a trigger for sleep, and that a key purpose of sleep is to clear these metabolites. Maybe the reason we feel restored after a good night’s sleep is because the brain has freed itself of toxins. This hypothesis is arresting in its simplicity and could prove to be profoundly important in human biology (http://dx.doi.org/10.1126/science.1245798).

Scientists have long speculated that one of the functions of sleep is to restore and repair the brain, but whether this is a “core” purpose of sleep remains controversial. Now, a paper published in Science this week on page 373 provides direct experimental evidence that the mouse brain cleans itself during sleep, by expanding channels between neurons that allow an influx of cerebrospinal fluid. The fluid flushes out detritus such as amyloid proteins, which accumulate as plaques in Alzheimer's disease, twice as fast when mice are sleeping as when they are awake.

Suzana Herculano-Houzel comments:

We know from personal experience that sleep is not just another brain state but a basic requirement for normal brain function while we are awake. Mental fatigue, poor decision-making, impaired learning, and a heightened risk of migraine and epileptic attacks ensue when we are sleep deprived — and chronic and complete insomnia ultimately lead to death in humans, rats, and flies alike. Why does normal brain function deteriorate with prolonged waking and require sleep to be restored? On page 373 in this issue, Xie et al. report that during sleep, waste products of brain metabolism are removed from the interstitial space among brain cells where they accumulate. Sleep, therefore, might be required for potentially toxic metabolites — the very results of a working brain — to be cleared from the tissue.

6 Problems with Wind Turbine Syndrome by Skeptoid Brian Dunning

Problem #1: There is no consensus on what it does or who it affects.

1. It is the consistency of symptoms reported by significant numbers of people after large wind turbines began operating nearby that led to the conclusion that those symptoms were probably caused by the turbines.

Problem #2: The symptoms attributed to Wind Turbine Syndrome do not require any cause.

2. It was Nina Pierpont's insight that the combination of symptoms and the pattern of susceptibility were signs of inner ear disturbance, suggesting infrasonic and/or low-frequency noise as the cause. Other physicians have noted that many of the symptoms can be caused by sleep disturbance due to the pulsating peaks of audible "blade swish". In any case, the symptoms vary with wind strength and direction and quite clearly diminish when affected individuals leave the area of the turbines or the turbines stop operating.

Problem #3: The timing of complaints is too unlikely.

3. PubMed lists 21 studies of the health effects of wind turbine noise published from 2003 to 2012, 9 of them dating from before Pierpont's book. In 2006, the French Academy of Medicine recognized the impact of wind turbine noise on human health and recommended a 1.5-km minimum distance from homes. Also in 2006, the British Noise Association wrote about the infrasound from wind turbines and recommended a setback of 1-1.5 miles.

Problem #4: The geographic dispersion of complaints is too unlikely.

4. Again, 21 studies published in English show a correlation, and only 7 of them come from English-speaking countries. Furthermore, most of the research showing the physiological effects of infrasound and low-frequency noise over the past few decades has been in non-English-speaking countries (see item 5). A review was recently recently published in Lakartidningen, the Journal of the Swedish Medical Association: "Infrasound From Wind Turbines – An Overlooked Health Hazard". In the comments of that article, the author, a specialist in otoneurology, addresses many of the arguments attempted here to dismiss the evidence.

Problem #5: Only implausible causes have been suggested.

5. PubMed lists well over 100 studies of the physiological effects of infrasound. And infrasound levels of concern from wind turbines have indeed been measured in homes. When Denmark proposed adding infrasound to its noise regulations in 2011, the wind industry forced the government to water it down.

Problem #6: Almost nobody seems to agree that it exists.

6. There is a list of 35 – at latest count – reviews of the health effects of wind turbines, and those by physicians overwhelmingly express concern and the need for further research and revised regulation.

[Problem #7:] Wind Turbine Syndrome ... bears all the signs of a psychogenic condition.

7. If there is any psychogenic condition around this issue, it is clearly the determination of so many otherwise intelligent people to vehemently deny the mounting evidence.

But at Skeptoid, all science is settled, all knowledge is absolute, and Brian Dunning, entrepreneur/convicted felon (read: huckster), is the final arbiter of both.

This whole subculture of smartypants skepticism is a sad aspect of our fascist era. Their pose of intellectual rigor appears more often to be simple contempt for people who think differently from them, and often as a desperate attempt to avoid facing facts that don't fit their vision of a technocratic utopia (or sales plan). Why do they feel so threatened? Why is the truth as they see it so unconvincing to others? Perhaps their own cultishness (like, never wondering what makes Brian Dunning such a know-it-all) betrays their claim of reason. Any reasonable person would be a lot more skeptical than these servants of power.

For their keen eye seems to be quite selectively applied to industries, since the "skeptics" themselves are invariably promoting or directly profiting by several of them, for example, industrial wind energy development. As in this episode, a lazy attempt to refute evidence of adverse health effects due to noise from wind turbines transparently serves only to promote wind energy companies by defaming their victims and those who listen to them. It is a contemptible performance, and it has nothing to do with science.

Reviews of wind turbines’ effects on human health

Elsewhere on this blog, there is an inclusive list of reviews of the literature concerning human health and the noise from industrial wind turbines. It was compiled to provide a more complete list than the highly selective one presented by Simon Chapman of the University of Sydney that is often cited by wind power promoters. It also showed that while Chapman presented the reviews as reason to dismiss health concerns, most of them actually note the limited number and power of studies but that the evidence justifies further investigation and caution.

Most of the reviews, however, are government reports: nine of Chapman’s original 17, all of the three he later added, and five of the additional reviews listed earlier on this blog. Furthermore, of Chapman’s list, four are irrelevant (three not about wind turbines and one a press release about one of the other reviews), two are industry reports, and two are just rehashes of an earlier review. Only three of the reviews he originally listed merit attention:

Vetting these eleven, we find that: Dani Fiumicelli is Technical Director (Head of Noise and Vibration) of Temple Group, a development consultancy in the U.K., and is an author of a 2013 report for the Scottish government to deny concerns of health effects; Loren Knopper is Senior Scientist and Christopher Ollson is Vice President for Strategic Development of Intrinsik, an environment and health consultancy in Ontario, and in their paper they disclose that they “have worked with wind power companies”, that Ollson “has acted as an expert witness for wind power companies during a number of legal hearings”, and that all of the authors of their 2014 review are also disclosed to be employees of Intrinsik: “the authors work for a consulting firm and have worked with wind power companies”; in 2015 the Canadian Wind Energy Association honored Knopper and Ollson with their R. J. Templin Award for “results that have served to significantly advance the wind energy industry in Canada”; Mark Roberts is Principal Scientist of Exponent, an engineering and scientific consulting firm involved in wind energy development; and Kurpas et al. mention in passing towards the end of their paper that they “are involved in community public consultations with the advocates of new projects”. These potential conflicts are noted in the following quotes (ordered by date).

Villey-Migraine: “Wind turbines emit infrasound, this is not disputed by anyone. ... It seems to us immoral on the part of this organization [Agency of the Environment and Energy Management] to assert, without any reference, that infrasound emitted by wind turbines is perfectly harmless, and furthermore, to make claims of so-called ‘action,’ but that we can not prove the impact of wind turbine infrasound on humans by epidemiological studies. ... Noise and infrasound emitted by wind turbines have a definite impact on the health of humans and can harm people’s lives. ... Wind developers have a responsibility to put in place adequate measures to reduce the risks of damage to the health of residents living near wind turbines by siting turbines no closer to homes than – not 500 m as suggested in their publications – but 1600 m considering audible noise and at least 5 km considering infrasound.” [translated]

Chouard: “Whether it is quite intense or it represents a more moderate noise pollution, noise is the complaint most frequently made concerning wind turbines. It can have a real impact, and so far disregarded, on human health. ... It would be desirable, as a precaution, to halt the construction of wind turbine facilities greater than 2.5 MW closer than 1500 meters from homes.” [translated]

NRC: “In the absence of extensive data, this report focuses mainly on appropriate methods for analysis and assessment and on recommended practices in the face of uncertainty. ... Low-frequency vibration and its effects on humans are not well understood. Sensitivity to such vibration resulting from wind-turbine noise is highly variable among humans. ... More needs to be understood regarding the effects of low-frequency noise on humans.”

Quambusch & Lauffer: “There is no doubt that wind turbines produce infrasound. In contrast to the pronouncements of the authorities, plant operators, and related institutions that infrasound is "completely harmless", there are an increasing number of scientists noting the health risks of infrasound. The risk is sufficient that new regulations are required for prevention. As long as and to the extent that the health risks are not prevented by technical or similar guidelines, construction and operation of these plants should be allowed only if they are out of sight of residential areas.” [translated]

Hanning & Evans: “A large body of evidence now exists to suggest that wind turbines disturb sleep and impair health at distances and external noise levels that are permitted in most jurisdictions ... Sleep disturbance may be a particular problem in children, and it may have important implications for public health. ... Robust independent research into the health effects of existing wind farms is long overdue.”)

Farboud et al.: “There is some evidence of symptoms in patients exposed to wind turbine noise. The effects of infrasound require further investigation.”

Doolan: “Low-frequency noise levels from wind turbines may exceed audibility thresholds and thus it is possible that they are correlated with annoyance. A review of studies related to general low-frequency noise annoyance shows there are similarities with annoyance studies involving wind turbine noise. ... noise levels may comply with existing environmental noise guidelines based on the dB(A) scale yet still cause annoyance due to the uniqueness of low-frequency noise problems. However, there is very little information (level, spectral balance, temporal qualities, etc) regarding low-frequency noise in people’s homes affected by wind turbines. ... Thus more research is needed in understanding the fundamental aspects of wind turbine low-frequency noise generation, propagation and perception.”

Roberts & Roberts [industry consultants]: “The answer to the question of whether or not exposure to wind turbine sound is a human health risk is still under review and warrants further research. Although limited, research has demonstrated that LFS [low-frequency sound] can elicit adverse physical health effects, such as vibration or fatigue, as well as an annoyance or unpleasantness response. The current research on exposure to wind turbine sound and the mere presence of wind turbines have also demonstrated a significant annoyance response among study participants. But the association and particular pathway between LFS specifically generated from wind turbines, annoyance, and adverse physical health effects have yet to be fully characterized.” [These authors also ignore the Nissenbaum et al. study in Noise & Health.]

Kurpas et al. [industry consultants]: “Short description of state of the art: The nuisance caused by wind turbines is stereotypically linked with the noise that they produce. Nevertheless, the visual aspect of wind farms, opinions about them, and sensitivity to sound seem to be of the greater importance. ... Health effects are more probably associated with some environmental factors leading to annoyance or frustration. All types of studies share the same conclusion: wind turbines can provoke annoyance. ... The influence of wind turbines on human emotional and physical health is a relatively new field of research. Further analyses of these issues are justified, especially because none of the studies published in peer-reviewed journals so far meet the criteria for cohort or case-control studies. ... The authors did not analyse coherent publications or website documents (study by M. Alves-Pereira and N.C. Branco and the study by N. Pierpont).” [The authors also missed the Nissenbaum 2012 paper in Noise & Health, which appeared after their submission. And they assert that noise from wind turbines cause only subjective effects, despite the evidence under review of interference with, e.g., sleep, and physiological effects.]

Enbom & Malcus Enbom: “Infrasound from wind turbines affects the inner ear and is a potential health risk for people with migraine or other type of central sentitisation. Regulations for construction of wind turbines should be revised, taking this fact into account.” [translated]

Nissenbaum: “In summary, in many IWT projects, the preconstruction sound modeling has underestimated the eventual real world sound levels those turbine projects eventually produce. When coupled with the underappreciated human physiological responses to the type of noise large turbines produce (adverse sleep and mental health effects), this has had real world consequences for those living near them. The relationship of noise to sleep disturbances is established. The biological plausibility of sleep disturbances resulting in ill health is settled science. Chronic noise exposure leads to chronic sleep disturbance in many of those exposed, often resulting in ill health. Observed adverse human effects must trump preconstruction sound modeling; changes in practice must occur when there are errors. It’s all about distance when siting decisions are made.”

Arra et al.: “In this review, we have demonstrated the presence of reasonable evidence (Level Four and Five) that an association exists between wind turbines and distress in humans. The existence of a dose-response relationship (between distance from wind turbines and distress) and the consistency of association across studies found in the scientific literature argues for the credibility of this association.”

Knopper, Ollson, et al. [industry consultants, non-medical]: “Setbacks should be sound-based rather than distance-based alone. Preference should be given to sound emissions of ≤40 dB(A) for non-participating receptors, measured outside, at a dwelling, and not including ambient noise. ... Post construction monitoring should be common place to ensure modeled sound levels are within required noise limits. If sound emissions from wind projects is in the 40–45 dB(A) range for non-participating receptors, we suggest community consultation and community support. Setbacks that permit sound levels >45 dB(A) (wind turbine noise only; not including ambient noise) for non-participating receptors directly outside a dwelling are not supported due to possible direct effects from audibility and possible levels of annoyance above background. When ambient noise is taken into account, wind turbine noise can be >45 dB(A), but a combined wind turbine–ambient noise should not exceed >55 dB(A) for non-participating and participating receptors. Our suggested upper limit is based on WHO conclusions that noise above 55 dB(A) is ‘considered increasingly dangerous for public health,’ is when ‘adverse health effects occur frequently, a sizeable proportion of the population is highly annoyed and sleep-disturbed’ and ‘cardiovascular effects become the major public health concern, which are likely to be less dependent on the nature of the noise.’”

Schmidt and Klokker: “At present it seems reasonable to conclude that noise from wind turbines increases the risk of annoyance and disturbed sleep in exposed subjects in a dose-response relationship. There seems to be a tolerable limit of around LAeq of 35 dB. Logically, accepting higher limits in legislations may lead to increased numbers of annoyed subjects. It therefore seems reasonable to conclude that a cautious approach is needed when planning future wind farms. Furthermore, there is an indication that noise annoyance and sleep disturbance are related and that disturbed sleep potentially can lead to adverse health effects. These conclusions are, however, affected by a potential risk for selection and information bias even in the larger cross-sectional studies providing the current best evidence. The evidence for adverse health effects other than sleep disturbance is primarily supported by case-series reports which certainly may be affected by various sources of bias. Larger cross-sectional surveys have so far been unable to document a relationship between various symptoms such as tinnitus, hearing loss, vertigo, headache and exposure to wind turbine noise. One limitation causing this could be that most studies so far have only measured LAeq or Lden. An additional focus on the measurement of low-frequency sound exposure as well as a more thorough characterisation of the amplitude modulated sound and the relationship between objective and subjective health parameters could lead to different conclusions in the future. Finally, in regards to the objective measurement of health-related disorders in relation to wind turbine noise, it would be valuable to demonstrate if such health-related outcomes fluctuate depending on exposure to wind turbine noise.”

It Was Meant to Be

James McWilliams writes:

Grass-fed beef advocates are always going on and on about how cows "were not meant" to eat corn. They were meant to eat grass. This might be true, barring any investigation into how genetics might have structured cows to eat corn, or how grasses and genetics match up. This is might be true, I suppose, if we want it to be true, and the media says so.

But let's just say its true. So, if cows were meant to eat grass and that is why advocates of grass beef support this form of production rather than corn based, feedlot production, we can logically conclude that those who eat only grass-fed beef – again, because it's more natural, and because this was how it was "meant to be" – don't drink milk or eat dairy products.

Huh? How did milk get into this discussion about beef? Well, if we're going to make a fetish out of what's natural, we have an obligation to ask: is forcibly impregnating cows, kidnapping their offspring, and drinking their milk natural? Isn't it natural for a mother to feed her offspring her own milk? Actually, is anything more natural?

Ask this question next time you hear someone justify some form of animal exploitation or another on the grounds of what nature intended. Make them answer. Force them to answer. Because there is no right answer.

Infrasonic Fear Generator : Industrial Wind Turbines

The Fear Generator can cause a range of strange feelings, anxiety, sorrow, chills, unnerving feelings, heightened emotions, including visions and vibrations in the chest and other parts of the body, in a large percentage of people.

Infrasound refers to extreme bass waves or vibrations, with a frequency below the audibility range of the human ear. Even though these waves can't be heard by us, they can be felt and sensed and have been shown to produce a range of effects in some people.

Based on previous studies, 20% to 60% of people have reported strange feelings when tests were performed at concerts, in pressure chambers, at home, and in test facilities. No tests were conducted in a scary environment. We believe the percentage of people affected in a haunted house setting will be even greater. Most people will feel vibrations in parts of their bodies (commonly the chest area) similar to audible bass but won’t know where it is coming from since they can not hear it. Vibrations in the chest are a common symptom of extreme terror.

Infrasound is very difficult, if not impossible, to recreate from a standard stereo system. Most subwoofers are only rated down to 40 Hz and the amplifiers, filters, and crossover systems can limit the low frequencies you need to hit even further. The Fear Generator is specially designed to produce a specific infrasound frequency that has been scientifically tested to produce these effects in people.

High levels of infrasound and low frequency sounds generated by wind turbines pose a potentially serious threat to communities near wind farms. Wind energy companies remain largely dismissive, claiming that wind turbine noise is subaudible, undetectable by humans, and therefore presents minimal risk to human health. However, various cochlear microphonic, distortion product otoacoustic emission, and fMRI studies have demonstrated the detection of infrasound by the human inner ear and auditory cortex. Additional psychosomatic stress and disorders, including the “wind turbine syndrome” and paranormal experiences, are also linked to infrasound exposures. With wind turbines generating substantial levels of infrasound and low frequency sound, modifications and regulations to wind farm engineering plans and geographical placements are necessary to minimize community exposure and potential human health risks.

Abstract: In human subjects, sensory resonances can be excited by subliminal atmospheric acoustic pulses that are tuned to the resonance frequency. The 1/2 Hz sensory resonance affects the autonomic nervous system and may cause relaxation, drowsiness, or sexual excitement, depending on the precise acoustic frequency near 1/2 Hz used. The effects of the 2.5 Hz resonance include slowing of certain cortical processes, sleepiness, and disorientation. For these effects to occur, the acoustic intensity must lie in a certain deeply subliminal range. Suitable apparatus consists of a portable battery-powered source of weak subaudio acoustic radiation. The method and apparatus can be used by the general public as an aid to relaxation, sleep, or sexual arousal, and clinically for the control and perhaps treatment of insomnia, tremors, epileptic seizures, and anxiety disorders. There is further application as a nonlethal weapon that can be used in law enforcement standoff situations, for causing drowsiness and disorientation in targeted subjects. It is then preferable to use venting acoustic monopoles in the form of a device that inhales and exhales air with subaudio frequency.

SUMMARY OF THE INVENTION

Experiments have shown that atmospheric acoustic stimulation of deeply subliminal intensity can excite in a human subject the sensory resonances near 1/2 Hz and 2.5 Hz. The 1/2 Hz resonance is characterized by ptosis of the eyelids, relaxation, drowsiness, a tonic smile, tenseness, or sexual excitement, depending on the precise acoustic frequency near 1/2 Hz that is used. The observable effects of the 2.5 Hz resonance include a slowing of certain cortical functions, sleepiness, and, after long exposure, dizziness and disorientation. The finding that these sensory resonances can be excited by atmospheric acoustic signals of deeply subliminal intensity opens the way to an apparatus and method for acoustic manipulation of a subject's nervous system, wherein weak acoustic pulses are induced in the atmosphere at the subject's ears, and the pulse frequency is tuned to the resonance frequency of the selected sensory resonance. The method can be used by the general public for control of insomnia and anxiety, and for facilitation of relaxation and sexual arousal. Clinical use of the method includes the control and perhaps a treatment of anxiety disorders, tremors, and seizures. A suitable embodiment for these applications is a small portable battery-powered subaudio acoustic radiator which can be tuned to the resonance frequency of the selected sensory resonance.

There is an embodiment suitable for law enforcement operations in which a subject's nervous system is manipulated from a considerable distance, as in a standoff situation. Subliminal subaudio acoustic pulses at the subject's location may then be induced by acoustic waves radiating from a venting acoustic monopole, or by a pulsed air jet, especially when aimed at the subject or at another material surface, where the jet velocity fluctuations are wholly or partly converted into static pressure fluctuations.

The described physiological effects occur only if the intensity of the acoustic stimulation falls in a certain range, called the effective intensity window. This window has been measured in exploratory fashion for the 2.5 Hz resonance.

We consider a 1987 paper entitled: Motion Sickness Symptoms and Postural Changes Following Flights in Motion Based Flight Trainers [R.S. Kennedy, G.O. Allgood, B.W. Van Hoy, and M.G. Lilienthal, Journal of Low Frequency Noise and Vibration, Vol. 6, No. 4, 1987, pp. 147-154].


This paper was motivated by Navy pilots becoming ill from using flight simulators. The problems encountered by the Navy pilots appear to be somewhat similar to those reported by the Shirley residents. This 1987 paper focused on whether the accelerations in a simulator might cause symptoms similar to those caused by motion sickness or seasickness. Figure 1 from the reference shows the advent of motion sickness in relation to frequency, acceleration level and duration of exposure. To develop these data, subjects were exposed to various frequencies, acceleration levels and exposure durations, and the Motion Sickness Incidence (MSI) was developed as the percentage of subjects who vomited. Figure 1 shows two delineated regions. The lower region is for an MSI of 10%. The top end of this region is for an exposure duration of 30 minutes and the bottom end is for eight hours of exposure. The upper delineated region has the same duration limits but is for an MSI of 50%. The acceleration levels indicated for the SH3 Sea King Simulator show that the accelerations in the y and z direction went well into the nauseogenic region as defined by the Navy, whereas the P3-C Orion simulator had comparable accelerations in the x direction and lower accelerations in the y and z direction. Not surprisingly pilots' reports of sickness increased dramatically after exposure to the SH3 simulator while exposure to the P3-C simulator had virtually no effect on reports of sickness.

What is important here is the range encompassed by the delineated regions of Figure 6. Essentially, this nauseogenic condition occurs below 1 Hz; above 1Hz it appears that accelerations of 1G would be required for the nauseogenic condition to manifest itself. While the Navy criteria are for acceleration, in Shirley we are dealing with pressures in a closed cavity, the house. Acceleration of the fluid filled semi circular canal in the ear will manifest itself as force on the canal. The similarity between force on the canal from acceleration and pressure on the canal from being in a closed cavity suggest that the mechanisms and frequencies governing the nauseogenic region are very similar for both pressure and acceleration.

As the generated electric power of a wind turbine doubles the sound power doubles and the blade passage frequency decreases by about 1/3 of an octave. The wind turbines at Shirley have a blade passage frequency of about 0.7 Hz. This suggests that a wind turbine producing 1 MW would have a blade passage frequency of about 0.9 Hz, and on Figure 6, a change from 0.7 Hz to 0.9 Hz requires a doubling of the acceleration for the same level of response. Thus, it is very possible that this nauseogenic condition has not appeared frequently heretofore because older wind farms were built with smaller wind turbines. However, the 2 MW, 0.7Hz wind turbines clearly have moved well into the nauseogenic frequency range.

This analysis suggests that similar problems to the problems in Shirley can be expected for other wind turbines that have the same or lower fundamental frequency. The Navy criteria suggests that to maintain the same level of health related effects as have occurred heretofore, the levels of a 2 MW, 0.7 Hz wind turbine as experienced in the community must be 6 dB lower than those for 1 MW, 0.9 Hz wind turbine. Moreover, Figure 6 does not bode well for future larger wind turbines if they go even lower in frequency.

350.org: Just Another Wall St Greenwash Department

A key design element within the non-profit industrial complex is that “movements” are created top down. In the case of Rockefeller’s 350.org/1Sky, the game is simply this: 350.org locals take their marching orders straight from the top (350.org International) while “the top” (McKibben et al) take their marching orders directly from their funders – and in the case of 350.org’s Do the Math Tour, those funders are Wall Street investors.

McKibben, along with key 350.org staff, developed the divestment campaign in consultation with Ceres Investors – referred to fondly as their “Wall Street friends.”

Such loyalties are par for the course in the corporate enviro world where Wall Street execs can be referred to as “our Wall Street friends.” Never mind that Wall Street is the very root cause of our multiple and ever accelerating ecological and economic crises, not to mention the global food crisis. These crises are not truly “crisis” in a spontaneous sense, rather they are strategic by design with the aim of furthering corporate profit, which is simply insatiable. ...

One must take note of 350.org’s obsession with fossil fuels exclusively. With certainty, 350.org, in tandem with the non-profit industrial complex, is strategically preparing the populace to accept what Guy McPherson calls the “third industrial revolution.” This “climate wealth” agenda will include false solutions such as biomass, unbridled “green” consumerism, carbon market mechanisms such as REDD, etc. What it will not include is: the urgent necessity to destroy the expanding military empire, to transition from/dismantle our current economic system, to address the industrialized livestock industry, to massively scale back and conserve, to employ tactics of self-defense by any means necessary, nor anything else that is imperative to address if we are to mitigate full-out omnicide. Democracy according to the CEO of the free world

The people don't support this action, so the congress should vote their conscience, that is, support this action against the will of the people, because if they don't I'll do it anyway.

You see? Conscience is the prerogative of the leader. The people don't have it. Their disagreement with this action is a failure of marketing. Their disagreement is thus testimony to the righteousness of this action, because it is so important that we couldn't be bothered with trying to make a credible case for it. Consequently, until the people demonstrate the full benefit of our sales pitch, that is by supporting this action, there is no reason to consider their views.

Also:  Such a blatant violation of international law must be punished to discourage others, even if we have to violate international law to do so. And it would compromise the power of international law if we had to show irrefutable evidence to justify this action, because nobody else cares about international law as much as we do.

A circle closes

Ground was broken [Tuesday, Aug. 13] for a wind farm that will have five turbines located on 1,500 acres east of the Pantex [nuclear fuel fabrication] Plant, about 18 miles northeast of Amarillo in the Texas Panhandle. The project is expected to be completed by July 2014.”

The 11.5-MW facility of five 2.3-MW turbines is being built by Siemens Government Technologies. It will be paid for by energy savings guaranteed by Siemens, that is to say, by the generous tax breaks paid for by you and me.

But the actual facility being built is far less than the one originally planned.

In fiscal year 2010, the plant spent $2.7 million on electricity usage from Xcel Energy and uses about 7 megawatts of energy daily, according to federal data. Bidders must commit to producing at least 10 megawatts a day, a federal proposal said.”

The facility “will generate approximately 47 million kilowatt-hours of electricity annually, which is more than 60 percent of the annual electricity need for Pantex, or enough electricity to power nearly 3,500 homes.”

Note how misleading it is to characterize the generation in terms of "homes", when these five giant wind turbines are intended to provide only three-fifths of a single factory's needs.

Also note that the hoped-for 47 million kWh represents an average production rate of 5.37 MW* (which is 77%, not 60%, of the plants apparent load of 7 MW), quite a bit less than the initially sought guarantee of 10 MW. That 47 million kWh represents a capacity factor of 47%. In both 2011 and 2012, however, the average capacity factors for wind turbines were 34% in Texas and 41% in Oklahoma.

The federal government expects the wind facility to "save" $2.8 million annually, that is, to pay for itself. At a 40% capacity factor (i.e., 40.3 million kWh annually), that would require a cost difference of 14.4 cents per kWh from what they are now paying.

Presumably, this crucial plant is not actually going to rely on the intermittent and highly variable power from the wind turbines and instead it will be sold to the grid from which the plant will buy its more reliable electricity just as before. So add the generosity of ratepayers to meet the inflated price the grid is expected to pay for this merely symbolic boondoggle.

[Siemens' use of slave labor from, even in, work/death camps during World War II was publicized in 2002 when its Bosch division sought to register the trademark "Zyklon" for a range of home appliances, including gas ovens. Siemens already marketed a "Zyklon" vacuum cleaner. The insecticide Zyklon B, of course, was used to kill large numbers of the Nazis' prisoners in camp showers, after which their bodies were burned in ovens. Siemens helped to build V2 rockets (again, with SS-provided slave labor). And here they are still, now generating income from a nuclear weapons plant.]

19 reviews of the research literature on wind farms and health

As of 24 May 2013 and today, pro–industrial wind sociologist Simon Chapman has provided his “summary of main conclusions reached in 19 reviews of the research literature on wind farms and health”, increased from its earlier edition of 17 reviews.

As noted previously, he transparently cherry-picks and misinterprets the actual findings of almost all of them. The previous note also discusses now 28 reviews, almost unanimously recognizing the need for more research into the adverse health effects of large wind turbines and the need for adequate setback distances between turbines and homes to avoid such health effects.

Key to Chapman’s misrepresentation on behalf of the wind industry is his characterization of “annoyance”. Chapman would have us understand “annoyance” as nothing more than a mild distraction. Hence, he blames the sufferers of ill health from wind turbines as bringing it on themselves for being annoyed and, not content to get over it, literally making themselves sick. He thus attempts to present a measurable physical disturbance with documented physical effects as mere political grandstanding (classic projection of his own, obviously).

In medicine, however, particularly in the field of public health, Chapman's own playground, “annoyance” means a significant degradation of quality of life. It is not used lightly. It means a real level of external stressors that can cause ill health. Thus, when a review concludes that wind turbines may cause annoyance, which can lead to health effects, that is a direct physical effect, not a product of self-victimization as Chapman insists (and for which he should probably be removed from his position at the University of Sydney School of Public Health).

12 important things to know about wind farms, health and nocebo effects, by Simon Chapman

Simon Chapman, the Australian misocapnist, has just posted a video lecture outlining his thoughts about wind turbines and health, titled "12 things you need to know about wind farms and health". It's more than 26 minutes long, and seemingly designed to bore the viewer so much that they will give up and take his thesis on faith. Your editor, however, sat through the whole thing and here raises some issues with Professor Chapman's presentation.

1. Modern wind farms have existed since early 1980s.

2. Health objections to wind farms are relatively recent [since 2002].

The obvious question is, has anything in the nature of wind farms changed?


The numbers of wind turbines have increased steadily over the past decade, so it is not surprising to find that they have affected more people.

Furthermore, the size of wind turbines made a distinctive leap around the year 2000. Larger sizes and higher towers mean more noise travelling farther, and particularly more low-frequency noise, which travels even farther and does not stop at — in fact, often resonates with — walls and windows.

3. Opponents claim there are immediate and long-term health impacts.

Chapman illogically presents examples of no effects reported as proof that instances of reported effects are false and again dodges the obvious question of mechanism: size and number of turbines, distance from homes, nature of noise that affects some people and not others. Nina Pierpont suggested an inner ear disturbance (like motion sickness) caused by low-frequency noise from large (post-2000) wind turbines sited within 1-2 km from homes. Before then, low frequencies were not considered in noise measurements. Since then, low-frequency noise has indeed been measured in the homes of affected individuals. See, e.g.:

4. Even a majority of wind farms with large turbines have zero complaint history.

This claim has been critiqued elsewhere.

5. The number of people complaining about health or noise is very small.

There is no actual registry of such complaints. Chapman is making it up. Companies do not report such complaints. Leases and easements typically prevent public disclosure of complaints if the person wants payments to continue. Chapman's "study" relies on parliamentary testimony, which would represent a very small fraction of affected people (he makes no attempt to estimate the degree of such sampling), media coverage, which of course varies tremendously in interest and bias and can not be comprehensive, and records of the wind companies themselves, apparently accepted without question or verification.

6. The "susceptibility" analogy with motion sickness does not stack up.

Actually, it does, but such nuance doesn't fit Chapman's neat theories. Update, August 4: This just in!

7. You name it ... they say wind farms cause it: 223 and growing!!

Since the primary vectors are stress and disturbed sleep, the broad range of effects — on all animals, not just humans — is not surprising. Chapman then picks out a few of the most extreme, ignoring exacerbation, to discount all reported effects. He also (in typical fashion) misreports them: for example, the "sudden death of 400 goats" he mocks as "seriously a report that was on the web attributed to wind turbines"; in fact, the story from Taiwan was the death of 400 goats over 3 years, beginning when a neighboring wind farm started operation, as reported by the Taiwan Council of Agriculture.

8. Many of the most commonly named problems are very common in any community.

And are more common after wind turbines start operating.

9. Complainants have refused to provide their medical records.

This charge is based on one appeal of a project approval in Ontario — Zephyr Farms in the township of Brooke-Alvinston, Lambton County — where the appellant was told to hand over the complete private health records of 20 individuals, despite their existing sworn testimony, within 1 week — which would then be considered only for "serious" harm to human health. Faced with this impossibility (not to mention the invasiveness), the appellant withdrew (the case was not "thrown out" as Chapman says). Since that project was erected, the adverse health effects warned of by the appellant have indeed occurred. Later such requests in Ontario for medical records have been met (e.g., at the hearing for Ostrander Point), as appellants know what to expect and have time to collect them.

10. Most complaints occur at wind farms targeted by anti-wind farm groups, mostly post 2009.

Duh. The groups provide a medium for publicizing complaints that are otherwise ignored or mocked. And the groups can not be active everywhere at once.

11. There have been 19 reviews of the evidence on wind farms, noise and health since 2003.

Actually, there seem to have been 28 so far, almost all of them, even some of those sponsored by the industry itself, recognizing the need for more research. Update, November 13, 2013:  Make that 35. But only 10 non-industry, non-government reviews.

12. Money may be a magic antidote to complaints.

With the use of the word "magic", Chapman shatters his whole charade of objective inquiry. It must be again noted that the receipt of money from wind companies typically requires silence about problems, a kind of inverse extortion. Chapman has been reassured by wind companies that there are no such gag clauses (which of course are illegal). Nevertheless, many individuals who lease their land for wind turbines do in fact complain of ill effects.

Conclusion:  "What we're seeing is what we call ah um an incidence of psych psychogenic illness." (nervous artifacts transcribed to indicate possible deliberate dishonesty)

Chapman defines psychogenic illness as "a constellation of symptoms suggestive of organic illness, but without an identifiable cause, that occurs between two or more people who share beliefs about those symptoms".

But adverse health effects from wind turbines are not "suggestive" of illness, they are illness. And nearby wind turbines are the easily identifiable cause. As for "shared beliefs", that applies to any illness, but in the case of wind turbines it is well documented that just as many people with a prior favorable view of them get sick as those with a previously more skeptical view. (An early example [2007] is Jane Davis of Deeping St Nicholas, England, and similar testimony of prior support and subsequent distress is indeed common.)

Chapman's suggested cure is apparently to suppress the issue in public and professional discourse, because the only real solution is to keep giant wind turbines an adequate distance from homes, workplaces, and recreational areas.

He quotes Francis Bacon (the alchemist): "Infections ... if you fear them, you call them upon you." The germ theory of infection has long proven that to be nonsense, just as continuing research in the physiological effects of low-frequency noise is validating the connection between giant wind turbines and adverse health effects.

(Chapman also takes the Bacon quote far out of context. It is from an essay on envy published in 1625:
Now, to speak of Public Envy :  There is yet some good in Public Envy, whereas in Private, there is none.  For Public Envy is as an ostracism, that eclipseth Men when they grow too great :  and therefore it is a bridle also to Great Ones, to keep them within Bounds.

This Envy, being in the Latin word Invidia, goeth in the Modern Languages by the name of Discontentment ;  of which we shall speak in handling Sedition.  It is a Disease in a State like to Infection ;  For as Infection spreadeth upon that which is sound, and tainteth it ;  so when Envy is gotten once into a State, it traduceth even the best Actions thereof, and turneth them into an ill Odour.  And therefore there is little won by intermingling of plausible Actions :  for that doth argue but a Weakness and Fear of Envy ;  which hurteth so much the more, as it is likewise usual in Infections, which, if you fear them, you call them upon you.
(Bacon seems to be saying that if you act in fear of envy, you invite it; but also that if you fear not envy, it will find you out anyway. His use of infection is clumsy as a metaphor, especially as he considers public envy a worthwhile check on power.)

Chapman goes on to present his "nocebo" thesis, despite the fact that people are not barraged with "fear mongering", but rather the opposite, with government, media, nonprofits, and educational institutions pitching industrial wind turbines as utterly benign. If he insists on the existence of a nocebo effect, then he has to explain the failure of this "placebo" innoculation against ill effects.

Chapman then moves on to attack Nina Pierpont, who described the consistent set of symptoms that she called "wind turbine syndrome", and proposed a mechanism that elegantly fits the facts, as mentioned above.

After a bit more mockery of complaints and advocates, he explains why this issue is so serious. No, it's not because the effect of low-frequency and pulsating noise from industrial wind turbines on public health needs to be more seriously studied. Simon Chapman, of the University of Sydney School of Public Health, is concerned instead that developers can not erect wind turbines anywhere they want. For example, he inaccurately describes the state of Victoria's designation of a 2-km buffer zone around wind turbines as a ban on erecting them closer to homes. In fact, Victoria simply allows a resident within that distance to say "no, thank you". These are not "no go zones", as Chapman claims. If he and his industry cronies were convincing about the lack of adverse health effects, they would have no worries. But unfortunately for their (publicly subsidized) business, the facts speak louder than their denial of them.
