It Was Meant to Be
Grass-fed beef advocates are always going on and on about how cows "were not meant" to eat corn. They were meant to eat grass. This might be true, barring any investigation into how genetics might have structured cows to eat corn, or how grasses and genetics match up. This is might be true, I suppose, if we want it to be true, and the media says so.
But let's just say its true. So, if cows were meant to eat grass and that is why advocates of grass beef support this form of production rather than corn based, feedlot production, we can logically conclude that those who eat only grass-fed beef – again, because it's more natural, and because this was how it was "meant to be" – don't drink milk or eat dairy products.
Huh? How did milk get into this discussion about beef? Well, if we're going to make a fetish out of what's natural, we have an obligation to ask: is forcibly impregnating cows, kidnapping their offspring, and drinking their milk natural? Isn't it natural for a mother to feed her offspring her own milk? Actually, is anything more natural?
Ask this question next time you hear someone justify some form of animal exploitation or another on the grounds of what nature intended. Make them answer. Force them to answer. Because there is no right answer.

Infrasonic Fear Generator : Industrial Wind Turbines

Infrasound refers to extreme bass waves or vibrations, with a frequency below the audibility range of the human ear. Even though these waves can't be heard by us, they can be felt and sensed and have been shown to produce a range of effects in some people.
Based on previous studies, 20% to 60% of people have reported strange feelings when tests were performed at concerts, in pressure chambers, at home, and in test facilities. No tests were conducted in a scary environment. We believe the percentage of people affected in a haunted house setting will be even greater. Most people will feel vibrations in parts of their bodies (commonly the chest area) similar to audible bass but won’t know where it is coming from since they can not hear it. Vibrations in the chest are a common symptom of extreme terror.
Infrasound is very difficult, if not impossible, to recreate from a standard stereo system. Most subwoofers are only rated down to 40 Hz and the amplifiers, filters, and crossover systems can limit the low frequencies you need to hit even further. The Fear Generator is specially designed to produce a specific infrasound frequency that has been scientifically tested to produce these effects in people.
NOTE: A large pipe is required for the Fear Generator and is not included.
High levels of infrasound and low frequency sounds generated by wind turbines pose a potentially serious threat to communities near wind farms. Wind energy companies remain largely dismissive, claiming that wind turbine noise is subaudible, undetectable by humans, and therefore presents minimal risk to human health. However, various cochlear microphonic, distortion product otoacoustic emission, and fMRI studies have demonstrated the detection of infrasound by the human inner ear and auditory cortex. Additional psychosomatic stress and disorders, including the “wind turbine syndrome” and paranormal experiences, are also linked to infrasound exposures. Abstract: In human subjects, sensory resonances can be excited by subliminal atmospheric acoustic pulses that are tuned to the resonance frequency. The 1/2 Hz sensory resonance affects the autonomic nervous system and may cause relaxation, drowsiness, or sexual excitement, depending on the precise acoustic frequency near 1/2 Hz used. The effects of the 2.5 Hz resonance include slowing of certain cortical processes, sleepiness, and disorientation. SUMMARY OF THE INVENTION
Experiments have shown that atmospheric acoustic stimulation of deeply subliminal intensity can excite in a human subject the sensory resonances near 1/2 Hz and 2.5 Hz. The 1/2 Hz resonance is characterized by ptosis of the eyelids, relaxation, drowsiness, a tonic smile, tenseness, or sexual excitement, depending on the precise acoustic frequency near 1/2 Hz that is used. The observable effects of the 2.5 Hz resonance include a slowing of certain cortical functions, sleepiness, and, after long exposure, dizziness and disorientation. The finding that these sensory resonances can be excited by atmospheric acoustic signals of deeply subliminal intensity opens the way to an apparatus and method for acoustic manipulation of a subject's nervous system, wherein weak acoustic pulses are induced in the atmosphere at the subject's ears, and the pulse frequency is tuned to the resonance frequency of the selected sensory resonance. The method can be used by the general public for control of insomnia and anxiety, and for facilitation of relaxation and sexual arousal. Clinical use of the method includes the control and perhaps a treatment of anxiety disorders, tremors, and seizures. A suitable embodiment for these applications is a small portable battery-powered subaudio acoustic radiator which can be tuned to the resonance frequency of the selected sensory resonance.
There is an embodiment suitable for law enforcement operations in which a subject's nervous system is manipulated from a considerable distance, as in a standoff situation. Subliminal subaudio acoustic pulses at the subject's location may then be induced by acoustic waves radiating from a venting acoustic monopole, or by a pulsed air jet, especially when aimed at the subject or at another material surface, where the jet velocity fluctuations are wholly or partly converted into static pressure fluctuations.
The described physiological effects occur only if the intensity of the acoustic stimulation falls in a certain range, called the effective intensity window. This window has been measured in exploratory fashion for the 2.5 Hz resonance.

This paper was motivated by Navy pilots becoming ill from using flight simulators. The problems encountered by the Navy pilots appear to be somewhat similar to those reported by the Shirley residents. This 1987 paper focused on whether the accelerations in a simulator might cause symptoms similar to those caused by motion sickness or seasickness. Figure 1 from the reference shows the advent of motion sickness in relation to frequency, acceleration level and duration of exposure. To develop these data, subjects were exposed to various frequencies, acceleration levels and exposure durations, and the Motion Sickness Incidence (MSI) was developed as the percentage of subjects who vomited. Figure 1 shows two delineated regions. The lower region is for an MSI of 10%. The top end of this region is for an exposure duration of 30 minutes and the bottom end is for eight hours of exposure. The upper delineated region has the same duration limits but is for an MSI of 50%. The acceleration levels indicated for the SH3 Sea King Simulator show that the accelerations in the y and z direction went well into the nauseogenic region as defined by the Navy, whereas the P3-C Orion simulator had comparable accelerations in the x direction and lower accelerations in the y and z direction. Not surprisingly pilots' reports of sickness increased dramatically after exposure to the SH3 simulator while exposure to the P3-C simulator had virtually no effect on reports of sickness.
What is important here is the range encompassed by the delineated regions of Figure 6. Essentially, this nauseogenic condition occurs below 1 Hz; above 1Hz it appears that accelerations of 1G would be required for the nauseogenic condition to manifest itself. While the Navy criteria are for acceleration, in Shirley we are dealing with pressures in a closed cavity, the house. Acceleration of the fluid filled semi circular canal in the ear will manifest itself as force on the canal. The similarity between force on the canal from acceleration and pressure on the canal from being in a closed cavity suggest that the mechanisms and frequencies governing the nauseogenic region are very similar for both pressure and acceleration.
As the generated electric power of a wind turbine doubles the sound power doubles and the blade passage frequency decreases by about 1/3 of an octave. The wind turbines at Shirley have a blade passage frequency of about 0.7 Hz. This suggests that a wind turbine producing 1 MW would have a blade passage frequency of about 0.9 Hz, and on Figure 6, a change from 0.7 Hz to 0.9 Hz requires a doubling of the acceleration for the same level of response. Thus, it is very possible that this nauseogenic condition has not appeared frequently heretofore because older wind farms were built with smaller wind turbines. However, the 2 MW, 0.7Hz wind turbines clearly have moved well into the nauseogenic frequency range.
This analysis suggests that similar problems to the problems in Shirley can be expected for other wind turbines that have the same or lower fundamental frequency. The Navy criteria suggests that to maintain the same level of health related effects as have occurred heretofore, the levels of a 2 MW, 0.7 Hz wind turbine as experienced in the community must be 6 dB lower than those for 1 MW, 0.9 Hz wind turbine. Moreover, Figure 6 does not bode well for future larger wind turbines if they go even lower in frequency.

Gullible for Wind Power
Ketan Joshi writes: "Not all climate 'skeptics' are wind farm opponents, and not all wind farm opponents are climate 'skeptics', but the region in which those two groups overlap is a truly fascinating case study into how we filter evidence according to our respective worldviews."
This is an important acknowledgement that there are indeed wind energy opponents (or 'skeptics') who are not climate skeptics. In his continuing effort to tar wind energy skeptics with the same brush as climate skeptics, however, Joshi ignores the much more dissonant overlap of climate 'believers' and wind energy supporters.
He decries what he sees as gullibility (or worse) of those who 'believe' the evidence against wind, even as he counts on the gullibility of those who 'believe' in wind to support his defense and promotion of it.
Joshi finds it "fascinating" that one can reject the findings of climate science yet accept those of adverse health effects from wind turbines, insisting that there is "a complete lack of evidence" for the latter. The reference he provides is a film – produced by a wind advocacy group with many industry-connected members – showing unaffected hosting landowners. Joshi apparently takes this single piece of evidence completely on faith, despite its overt agenda, even as he completely rejects all testimony of harm (see, for but a few examples, these victim impact statements).
So one notes that Joshi himself exemplifies how evidence is filtered according to one's worldview. In this case, it is easily understandable in that he works for a wind developer. His general claims of scientific rigor are thus called into doubt when he so casually misrepresents the science of wind energy. His devotion to science seems to go only so far as it supports his and his company's interests.
That's obvious, really, to everyone except, apparently, himself. Just as he tars all views of climate skeptics because of their view on climate change, like many that promote the industry he asserts that faith in wind energy unquestionably follows from the acceptance of climate science. Rather than acknowledge any evidence against wind energy, he bolsters his faith in it by lashing on other examples of accepted science, such as the benefit of vaccines and the truth of evolution, shamelessly aligning industry self-interest with the indisputable achievements of Salk and Mendel. Another tactic is to detect not only scientific heresy anywhere in the views of wind power's critics, but also any hint of racism, sexism, xenophobia, homophobia, etc. to further justify ignoring and even mocking the evidence. Even worse, corporate wind defenders often gloat over the money they make and spend and dismiss critics as merely envious, as cynically angling, like themselves, for a big payoff.
This does not, of course, cause the evidence to go away that wind energy is neither a viable energy source nor a meaningful contributor to lower emissions, and that it has a high level of adverse impacts relative to its benefits.
Despite the acknowledgement that "[n]ot all climate 'skeptics' are wind farm opponents, and not all wind farm opponents are climate 'skeptics'", Joshi's main purpose remains the nonsensical defense of wind energy as a good simply because many climate skeptics bash it. By bashing the climate skeptics in return, he avoids addressing their critiques – which many climate non-skeptics share – of wind energy. In short: 'Because they are wrong about climate science, they are also wrong about wind energy.'
But are climate skeptics who support wind power also therefore wrong about the latter? Are climate non-skeptics who agree that wind energy has serious shortcomings also wrong about climate science? At least the latter possibility is blocked by denying that climate non-skeptics really are: 'Because they oppose wind power, they are dishonest about supporting climate science.' In other words, it is really only one's view of wind energy that is tested, because that is in fact the only true interest. For the former question, corporate representatives like Joshi are quite able to separate the issues of climate science and wind power when climate skeptics support the industry (a common situation in the U.S. among legislators at the subsidy trough). [Update, Jan. 29, 2014: Joshi has decried Greenpeace as "anti-science" on the evidence of their destroying a GMO research crop. But Greenpeace also supports corporate wind power, which is "pro-science" according to Joshi, whose "science" is clearly an ad hoc fetish.]
Circularity is not a concern, because the premise is not what it might appear to be: not climate science, fossil or nuclear fuels, particulate pollution, nor the Koch Brothers. It is simply the desire to erect giant wind turbines wherever possible.
Those who support that goal repeatedly show that their interest is not science, but simply to sell their product. Thus they misrepresent both.

350.org: Just Another Wall St Greenwash Department

A key design element within the non-profit industrial complex is that “movements” are created top down. In the case of Rockefeller’s 350.org/1Sky, the game is simply this: 350.org locals take their marching orders straight from the top (350.org International) while “the top” (McKibben et al) take their marching orders directly from their funders – and in the case of 350.org’s Do the Math Tour, those funders are Wall Street investors.
McKibben, along with key 350.org staff, developed the divestment campaign in consultation with Ceres Investors – referred to fondly as their “Wall Street friends.”
Such loyalties are par for the course in the corporate enviro world where Wall Street execs can be referred to as “our Wall Street friends.” Never mind that Wall Street is the very root cause of our multiple and ever accelerating ecological and economic crises, not to mention the global food crisis. These crises are not truly “crisis” in a spontaneous sense, rather they are strategic by design with the aim of furthering corporate profit, which is simply insatiable. ...
One must take note of 350.org’s obsession with fossil fuels exclusively. With certainty, 350.org, in tandem with the non-profit industrial complex, is strategically preparing the populace to accept what Guy McPherson calls the “third industrial revolution.” This “climate wealth” agenda will include false solutions such as biomass, unbridled “green” consumerism, carbon market mechanisms such as REDD, etc. What it will not include is: the urgent necessity to destroy the expanding military empire, to transition from/dismantle our current economic system, to address the industrialized livestock industry, to massively scale back and conserve, to employ tactics of self-defense by any means necessary, nor anything else that is imperative to address if we are to mitigate full-out omnicide. We are about to witness the global transition to profitable false solutions under the guise of “green economy” coupled with the complete commodification/privatization of the shared commons by the world’s most powerful corporations. All while they simultaneously greenwash themselves as noble stewards of the Earth.

Subject: Implications of the Climate Change Agreement in Kyoto & What Transpired
This memo summarizes the implications of the agreement reached in Kyoto and also describes what I was doing and provides some observations.
Implications
If implemented, this agreement will do more to promote Enron’s business than will almost any other regulatory initiative outside of restructuring of the energy and natural gas industries in Europe and the United States. The potential to add incremental gas sales, and additional demand for renewable technology is enormous. In addition, a carbon emissions trading system will be developed. While the trading system will be implemented by 2008, I am sure that reductions will begin to trade with 1-2 years. Finally, Enron has immediate business opportunities which derive directly from this agreement.
On the policy-front: There will be a great number of country-specific and international meetings related to every aspect of this agreement. I do not think it is possible to overestimate the importance of this year in shaping every aspect of the agreement.
Three issues of specific importance to Enron are: (1) the rules governing emissions trading, (2) the rules governing joint implementation within Annex-1, and (3) the rules governing the proposed clean energy fund (which promises to dwarf the GEF as a fund for wind, solar, and power plant conversions.)

Highlights of the Agreement
38 developed countries are required to reduce greenhouse gas emissions to or below 1990 levels by 2012.
The U.S. reduction objective is 7%, the European Union is 8%, and Japan is 6%; therefore, it is not possible (or at least credible) that Congress can say the United States is at a comparative disadvantage vis-Ã -vis its main trading partners or competitors since the EU and Japan have higher control targets and are more “carbon-lean” than are we.
Six gases are included (CO2, CH4, N2O, HFCs, PFCs, and SF6).
Emissions trading is included. Details of an international system are to be worked out in 1998.
A “clean development fund” is included. The fund would allow for emission offsets from projects in developing countries.
Joint implementation for Annex-1, developed countries and the transitional economies, is included. This means that Enron projects in Russia, Bulgaria, Romania or other eastern countries can be monetized, in part, by capturing carbon reductions for sale back in the US or other Western countries.
While I do not have the final version of the agreement, I do have the first and second versions. The latest version is not on the world-wide web.
What I Was Involved In
I gave three speeches and received an award on behalf of Enron. The speeches dealt with emissions trading, energy efficiency/renewable, and the role of business in promoting clean energy outcomes. The award came from the Climate Institute and was for Ken Lay and Enron for our work promoting clean-energy solutions to climate change. The other recipients were Sven Auken, MP and Minister for Energy and Environment in Denmark, and MP and former Environment Minister for the UK, John Gummer.
I have met Gummer and Auken several times before and it was nice for them to hear Enron praised so much. (I gave a speech with Gummer last Saturday and it was the third time we have been on the podium together. He is someone who still retains considerable influence in the UK and Europe and someone Enron might want to cultivate.)
I was also involved in a press conference.
Observations
I believe that it will be impossible to separate electricity restructuring from climate change as a domestic political issue. The administration has signaled its view that the two issues are intertwined.
At yesterday’s White House press conference, this connection was underlined by the comments from Tom Kasten, President of Trigen Corporation who spoke in favor of the climate change agreement and its linkage to restructuring. His remarks had to be cleared by the White House.
These remarks are entirely consistent with every other signal from the Administration’s climate change team.
Through our involvement with the climate change initiatives, Enron now has excellent credentials with many “green” interests including Greenpeace, WWF, NRDC, GermanWatch, the US Climate Action Network, the European Climate Action Network, Ozone Action, WRI, and Worldwatch. This position should be increasingly cultivated and capitalized on (monetized).
(Parenthetically, I heard many times people refer to Enron in glowing terms. Such praise went like this: “Other companies should be like Enron, seeking out 21st century business opportunities” or “Progressive companies like Enron are….” Or “Proof of the viability of market-based energy and environmental programs is Enron’s success in power and SO2 trading.”)
Developing countries have acquired substantial negotiating power. The shift in negotiating power to India, Brazil, China, and the G-77 has been gradual and pronounced.
The EU negotiated as a group. Until two years ago, they negotiated as individual countries. While there are still individual country interests, the EU retains substantial power when working together. It was this cohesiveness that lead to a more stringent agreement.
EU delegates asked for my input into the agreement to oppose some of the positions espoused by some US delegates. In particular, the US was advocating no rules governing the trading of carbon emissions because rules would “inhibit trading.” My position is that rules defining who owns what reductions, how reductions are traded, how they are tracked, and liability rules will help promote trading since rules give both buyers and sellers more confidence in the commodity.
While some companies and trade associations continue to criticize developing countries for not doing more, no company wants to be specific on this issue. To the extent any company does, they will hide under the shield of a trade association. I think that shield will soon be pierced. I believe that some companies will soon break from the line that developing countries should do more. It is a weak position in terms of equity and suicidal in terms of their commercial interests in these countries.
An increasingly ugly trend has become evident to the environmental NGO community and the delegates from developing countries. They see the argument about developing country participation as a thinly disguised recycling of the early twentieth century fear-mongering characterized by the so-called “yellow-peril” or invasion of the US by Asian peoples.
The developing country delegates see the argument of the carbon lobby that the US will lose markets to developing countries as empty and racist — they see energy-intensive imports to the US coming from Japan and Germany in terms of automobiles (and these are high cost energy areas), while economic growth in developing countries is fueled by local growth or Western industries requiring low cost of labor, low cost for land, or permitting flexibility for new plants.
Enron should not participate in any argument like this because it hurts our credibility with developing countries, NGOs, and developed country governments.
I should have a copy of the agreement today.
The next year will be very intensive because the structure of the agreement exists, business opportunities are being defined, the rules governing emissions trading will be developed, and identifying, financing, and managing JI projects will be important.
One final point, Terry, if you remember, I predicted an agreement that would yield a 5% reduction by 2010; we got 7% by 2012. I now predict ratification within 3 years. I predict business opportunities within 18 months. I predict this agreement will have very significant influences on the energy sector within OECD and transitional economies and will accelerate renewable markets in developing countries.

"The gap between wind and combined-cycle gas is substantial when subtle factors such as tax preferences, reliability/dispatchability, and transmission are taken into account.
"My estimate is that the all-in economic cost of wind is double the cost of gas and triple the cost of surplus power. Accelerated depreciation may be an even bigger component of this underlying competitive gap than the federal tax credit. Gas would have to stop improving or get worse as wind gets better to reach near-parity – not a likely scenario.

Some Reasons for Enron to Sell the Wind Subsidiary
On the presumption that you are mulling over the sale of the wind subsidiary and are getting lobbied to not do so within the company, allow me to make some arguments in favor of exiting.
I do not know the economics of our wind investment or its potential selling price. There are also issues of core competency that I defer on. I do know that the purchase was more of an image play for our mass retail electricity effort than natural marketplace economics. Natural gas technology has made wind (and solar outside of its distributed uses) unnecessary for the foreseeable future in the U.S. and other methane-rich areas of the world.
With Enron’s niche as a “green” energy provider for the masses in doubt, the image component is less compelling. Otherwise, our image is helped and hurt by the investment. We get accolades from the environmental community but criticism from the free-market and conservative community for our subsidy appetite and Kyoto leadership.
Here are my reasons to exit:
1. You mentioned in our December meeting that if I could prove that wind could not compete with gas in the long run, you would sell the subsidiary. The gap between wind and combined-cycle gas is substantial when subtle factors such as tax preferences, reliability/dispatchability, and transmission are taken into account.
My estimate is that the all-in economic cost of wind is double the cost of gas and triple the cost of surplus power. Accelerated depreciation may be an even bigger component of this underlying competitive gap than the federal tax credit. Gas would have to stop improving or get worse as wind gets better to reach near-parity – not a likely scenario.

2. Enron with wind is really competing against Enron with natural gas. New wind capacity displaces output from existing gas-fired plants in locals such as California where gas is the marginal fuel most of the time. Wind also (incrementally) postpones the need for new gas-fired capacity. Renewable mandates will hurt the gas market in this regard.
3. Wind is almost a pure subsidy play, which means that Enron will be at odds with the market and must continually intervene into the political processes to extend subsides and/or create new ones. This is an expensive process and may trade away what we are lobbying for elsewhere.
4. Fundamental tax reform would severely limit wind by removing the federal tax credit and accelerated depreciation. Fundamental tax reform will have political life with a Republican president in the post-2000 period. Green pricing could collapse with the end of tax preferences since the “green” premium would be too high. (This is why quotas are the only solution to make uneconomic renewable really stick.) It would be opportune to sell out before this “political risk” gets factored into the equation.
5. Wind has a negative dynamic at work. The more wind construction, the more prime sites are utilized and the more its economic and environmental drawbacks will become transparent. The Energy Information Administration is finding that its cost estimates for wind are too optimistic given that the best wind sites often have higher up-front and operating costs.
6. Wind as a Kyoto play will be burdened by all the Kyoto controversies – the growing questions about the science, the economics of meeting just one Kyoto, and political forces that will work to cheapen compliance in a Kyoto case (early-credit inflation). Even with subsidies, increased profitability is not assured given that competition grows with the subsidies.
7. With the sale of our solar and wind businesses, Enron can get off of a hardcore Kyoto line. This issue is turning our government affairs department into rent seekers. (Latest example: how do we fashion an early crediting program where it helps us at the expense of other businesses.) The more Enron pushes early implementation to give Kyoto life, the more we will be setting up a regulatory regime (“climatism”) with a life of its own that will cut both ways for our many business interests.
8. With uneconomic renewables off of Enron’s plate, your speeches can get away from spin and more toward underlying energy economics to maximize your credibility. For example, instead of showing the slide about the falling cost of renewables (which begs the question of how much the cost of other technologies including gas have fallen), you can get into the relative economics of different renewables versus natural gas.
As an economics Ph.D. and visionary, you have a leadership responsibility to promote good thinking and economic energy strategies in place of energy faddism (such as wind). The corporation should be positioned to reflect sound underlying economics (consumer demand) and not short-term political plays as much as possible – or at least the corporation should be taken out of political plays as soon as changing conditions permit.
9. Good corporate citizenship should include not only an environmental ethic but a market ethic of not seeking discretionary government subsidies. Enron can set an example that could result in accolades from the other side of the political spectrum.

You see? Conscience is the prerogative of the leader. The people don't have it. Their disagreement with this action is a failure of marketing. Their disagreement is thus testimony to the righteousness of this action, because it is so important that we couldn't be bothered with trying to make a credible case for it. Consequently, until the people demonstrate the full benefit of our sales pitch, that is by supporting this action, there is no reason to consider their views.

Also: Such a blatant violation of international law must be punished to discourage others, even if we have to violate international law to do so. And it would compromise the power of international law if we had to show irrefutable evidence to justify this action, because nobody else cares about international law as much as we do.

The basic physics of wind energy
Wind (and solar) is already diffuse, so it must first be concentrated (requiring a very large collection area, i.e., adverse impacts) to be useful, and second, because it is also intermittent and variable, be stored so it can be called upon as needed.
Both of these are substantial barriers to — and the basis of arguments against — practical large-scale use of wind (and solar) to provide electrical energy.

A circle closes
“Ground was broken [Tuesday, Aug. 13] for a wind farm that will have five turbines located on 1,500 acres east of the Pantex [nuclear fuel fabrication] Plant, about 18 miles northeast of Amarillo in the Texas Panhandle. The project is expected to be completed by July 2014.”
The 11.5-MW facility of five 2.3-MW turbines is being built by Siemens Government Technologies. It will be paid for by energy savings guaranteed by Siemens, that is to say, by the generous tax breaks paid for by you and me.
But the actual facility being built is far less than the one originally planned.
“In fiscal year 2010, the plant spent $2.7 million on electricity usage from Xcel Energy and uses about 7 megawatts of energy daily, according to federal data. Bidders must commit to producing at least 10 megawatts a day, a federal proposal said.”
The facility “will generate approximately 47 million kilowatt-hours of electricity annually, which is more than 60 percent of the annual electricity need for Pantex, or enough electricity to power nearly 3,500 homes.”
Note how misleading it is to characterize the generation in terms of "homes", when these five giant wind turbines are intended to provide only three-fifths of a single factory's needs.
Also note that the hoped-for 47 million kWh represents an average production rate of 5.37 MW* (which is 77%, not 60%, of the plants apparent load of 7 MW), quite a bit less than the initially sought guarantee of 10 MW. That 47 million kWh represents a capacity factor of 47%. In both 2011 and 2012, however, the average capacity factors for wind turbines were 34% in Texas and 41% in Oklahoma.
The federal government expects the wind facility to "save" $2.8 million annually, that is, to pay for itself. At a 40% capacity factor (i.e., 40.3 million kWh annually), that would require a cost difference of 14.4 cents per kWh from what they are now paying.
Presumably, this crucial plant is not actually going to rely on the intermittent and highly variable power from the wind turbines and instead it will be sold to the grid from which the plant will buy its more reliable electricity just as before. So add the generosity of ratepayers to meet the inflated price the grid is expected to pay for this merely symbolic boondoggle.
[Siemens' use of slave labor from, even in, work/death camps during World War II was publicized in 2002 when its Bosch division sought to register the trademark "Zyklon" for a range of home appliances, including gas ovens. Siemens already marketed a "Zyklon" vacuum cleaner. The insecticide Zyklon B, of course, was used to kill large numbers of the Nazis' prisoners in camp showers, after which their bodies were burned in ovens. Siemens helped to build V2 rockets (again, with SS-provided slave labor). And here they are still, now generating income from a nuclear weapons plant.]

19 reviews of the research literature on wind farms and health
As noted previously, he transparently cherry-picks and misinterprets the actual findings of almost all of them. The previous note also discusses now 28 reviews, almost unanimously recognizing the need for more research into the adverse health effects of large wind turbines and the need for adequate setback distances between turbines and homes to avoid such health effects.
Key to Chapman’s misrepresentation on behalf of the wind industry is his characterization of “annoyance”. Chapman would have us understand “annoyance” as nothing more than a mild distraction. Hence, he blames the sufferers of ill health from wind turbines as bringing it on themselves for being annoyed and, not content to get over it, literally making themselves sick. He thus attempts to present a measurable physical disturbance with documented physical effects as mere political grandstanding (classic projection of his own, obviously).
In medicine, however, particularly in the field of public health, Chapman's own playground, “annoyance” means a significant degradation of quality of life. It is not used lightly. It means a real level of external stressors that can cause ill health. Thus, when a review concludes that wind turbines may cause annoyance, which can lead to health effects, that is a direct physical effect, not a product of self-victimization as Chapman insists (and for which he should probably be removed from his position at the University of Sydney School of Public Health).

12 important things to know about wind farms, health and nocebo effects, by Simon Chapman
Simon Chapman, the Australian misocapnist, has just posted a video lecture outlining his thoughts about wind turbines and health, titled "12 things you need to know about wind farms and health". It's more than 26 minutes long, and seemingly designed to bore the viewer so much that they will give up and take his thesis on faith. Your editor, however, sat through the whole thing and here raises some issues with Professor Chapman's presentation.
1. Modern wind farms have existed since early 1980s.
2. Health objections to wind farms are relatively recent [since 2002].
The obvious question is, has anything in the nature of wind farms changed?
The numbers of wind turbines have increased steadily over the past decade, so it is not surprising to find that they have affected more people.
Furthermore, the size of wind turbines made a distinctive leap around the year 2000. Larger sizes and higher towers mean more noise travelling farther, and particularly more low-frequency noise, which travels even farther and does not stop at — in fact, often resonates with — walls and windows.
3. Opponents claim there are immediate and long-term health impacts.
Chapman illogically presents examples of no effects reported as proof that instances of reported effects are false and again dodges the obvious question of mechanism: size and number of turbines, distance from homes, nature of noise that affects some people and not others. Nina Pierpont suggested an inner ear disturbance (like motion sickness) caused by low-frequency noise from large (post-2000) wind turbines sited within 1-2 km from homes. Before then, low frequencies were not considered in noise measurements. Since then, low-frequency noise has indeed been measured in the homes of affected individuals. See, e.g.:

4. Even a majority of wind farms with large turbines have zero complaint history.
This claim has been critiqued elsewhere.
5. The number of people complaining about health or noise is very small.
There is no actual registry of such complaints. Chapman is making it up. Companies do not report such complaints. Leases and easements typically prevent public disclosure of complaints if the person wants payments to continue. Chapman's "study" relies on parliamentary testimony, which would represent a very small fraction of affected people (he makes no attempt to estimate the degree of such sampling), media coverage, which of course varies tremendously in interest and bias and can not be comprehensive, and records of the wind companies themselves, apparently accepted without question or verification.
6. The "susceptibility" analogy with motion sickness does not stack up.
Actually, it does, but such nuance doesn't fit Chapman's neat theories. Update, August 4: This just in!
7. You name it ... they say wind farms cause it: 223 and growing!!
Since the primary vectors are stress and disturbed sleep, the broad range of effects — on all animals, not just humans — is not surprising. Chapman then picks out a few of the most extreme, ignoring exacerbation, to discount all reported effects. He also (in typical fashion) misreports them: for example, the "sudden death of 400 goats" he mocks as "seriously a report that was on the web attributed to wind turbines"; in fact, the story from Taiwan was the death of 400 goats over 3 years, beginning when a neighboring wind farm started operation, as reported by the Taiwan Council of Agriculture.
8. Many of the most commonly named problems are very common in any community.
And are more common after wind turbines start operating.
9. Complainants have refused to provide their medical records.
This charge is based on one appeal of a project approval in Ontario — Zephyr Farms in the township of Brooke-Alvinston, Lambton County — where the appellant was told to hand over the complete private health records of 20 individuals, despite their existing sworn testimony, within 1 week — which would then be considered only for "serious" harm to human health. Faced with this impossibility (not to mention the invasiveness), the appellant withdrew (the case was not "thrown out" as Chapman says). Since that project was erected, the adverse health effects warned of by the appellant have indeed occurred. Later such requests in Ontario for medical records have been met (e.g., at the hearing for Ostrander Point), as appellants know what to expect and have time to collect them.
10. Most complaints occur at wind farms targeted by anti-wind farm groups, mostly post 2009.
Duh. The groups provide a medium for publicizing complaints that are otherwise ignored or mocked. And the groups can not be active everywhere at once.
11. There have been 19 reviews of the evidence on wind farms, noise and health since 2003.
Actually, there seem to have been 28 so far, almost all of them, even some of those sponsored by the industry itself, recognizing the need for more research. Update, November 13, 2013: Make that 35. But only 10 non-industry, non-government reviews.
12. Money may be a magic antidote to complaints.
With the use of the word "magic", Chapman shatters his whole charade of objective inquiry. It must be again noted that the receipt of money from wind companies typically requires silence about problems, a kind of inverse extortion. Chapman has been reassured by wind companies that there are no such gag clauses (which of course are illegal). Nevertheless, many individuals who lease their land for wind turbines do in fact complain of ill effects.
Conclusion: "What we're seeing is what we call ah um an incidence of psych psychogenic illness." (nervous artifacts transcribed to indicate possible deliberate dishonesty)
Chapman defines psychogenic illness as "a constellation of symptoms suggestive of organic illness, but without an identifiable cause, that occurs between two or more people who share beliefs about those symptoms".
But adverse health effects from wind turbines are not "suggestive" of illness, they are illness. And nearby wind turbines are the easily identifiable cause. As for "shared beliefs", that applies to any illness, but in the case of wind turbines it is well documented that just as many people with a prior favorable view of them get sick as those with a previously more skeptical view. (An early example [2007] is Jane Davis of Deeping St Nicholas, England, and similar testimony of prior support and subsequent distress is indeed common.)
Chapman's suggested cure is apparently to suppress the issue in public and professional discourse, because the only real solution is to keep giant wind turbines an adequate distance from homes, workplaces, and recreational areas.
He quotes Francis Bacon (the alchemist): "Infections ... if you fear them, you call them upon you." The germ theory of infection has long proven that to be nonsense, just as continuing research in the physiological effects of low-frequency noise is validating the connection between giant wind turbines and adverse health effects.
(Chapman also takes the Bacon quote far out of context. It is from an essay on envy published in 1625:
Now, to speak of Public Envy : There is yet some good in Public Envy, whereas in Private, there is none. For Public Envy is as an ostracism, that eclipseth Men when they grow too great : and therefore it is a bridle also to Great Ones, to keep them within Bounds.(Bacon seems to be saying that if you act in fear of envy, you invite it; but also that if you fear not envy, it will find you out anyway. His use of infection is clumsy as a metaphor, especially as he considers public envy a worthwhile check on power.)
This Envy, being in the Latin word Invidia, goeth in the Modern Languages by the name of Discontentment ; of which we shall speak in handling Sedition. It is a Disease in a State like to Infection ; For as Infection spreadeth upon that which is sound, and tainteth it ; so when Envy is gotten once into a State, it traduceth even the best Actions thereof, and turneth them into an ill Odour. And therefore there is little won by intermingling of plausible Actions : for that doth argue but a Weakness and Fear of Envy ; which hurteth so much the more, as it is likewise usual in Infections, which, if you fear them, you call them upon you.
Chapman goes on to present his "nocebo" thesis, despite the fact that people are not barraged with "fear mongering", but rather the opposite, with government, media, nonprofits, and educational institutions pitching industrial wind turbines as utterly benign. If he insists on the existence of a nocebo effect, then he has to explain the failure of this "placebo" innoculation against ill effects.
Chapman then moves on to attack Nina Pierpont, who described the consistent set of symptoms that she called "wind turbine syndrome", and proposed a mechanism that elegantly fits the facts, as mentioned above.
After a bit more mockery of complaints and advocates, he explains why this issue is so serious. No, it's not because the effect of low-frequency and pulsating noise from industrial wind turbines on public health needs to be more seriously studied. Simon Chapman, of the University of Sydney School of Public Health, is concerned instead that developers can not erect wind turbines anywhere they want. For example, he inaccurately describes the state of Victoria's designation of a 2-km buffer zone around wind turbines as a ban on erecting them closer to homes. In fact, Victoria simply allows a resident within that distance to say "no, thank you". These are not "no go zones", as Chapman claims. If he and his industry cronies were convincing about the lack of adverse health effects, they would have no worries. But unfortunately for their (publicly subsidized) business, the facts speak louder than their denial of them.

Bipartisan war on civil liberties
... But perhaps the most significant and enduring change will be the erosion of the trite, tired prism of partisan simplicity through which American politics has been understood over the last decade. What one sees in this debate is not Democrat v. Republican or left v. right. One sees authoritarianism v. individualism, fealty to The National Security State v. a belief in the need to constrain and check it, insider Washington loyalty v. outsider independence.
That's why the only defenders of the NSA at this point are the decaying establishment leadership of both political parties whose allegiance is to the sprawling permanent power faction in Washington and the private industry that owns and controls it. They're aligned against long-time liberals, the new breed of small government conservatives, the ACLU and other civil liberties groups, many of their own members, and increasingly the American people, who have grown tired of, and immune to, the relentless fear-mongering.
The sooner the myth of "intractable partisan warfare" is dispelled, the better. The establishment leadership of the two parties collaborate on far more than they fight. That is a basic truth that needs to be understood. As John Boehner joined with Nancy Peolsi, as Eric Cantor whipped support for the Obama White House, as Michele Bachmann and Peter King stood with Steny Hoyer to attack NSA critics as Terrorist-Lovers, yesterday was a significant step toward accomplishing that.

The descent of book design
First, the title font seemed incongruous, evoking 1890s art nouveau rather than the 1630s and following decades of the book’s setting, particularly when used as large drop caps after the floral “woodcut” initial caps of the excerpts of “The Book of John Saturnall” that precede each chapter. The opening page of each chapter also sports the chapter’s running title, which is unusual and looks like a mistake, since the large drop cap indicates that it is an opening, not a running, page.
Second, The drop caps are set as if by a word processor, i.e., by lazily clicking “Drop Cap” in the layout program without regard to design or readability.
There were also some other glaring typesetting and layout errors, though overall the text itself was well set. Finally, the dust cover curled so badly that it had to be taken off while reading (which some people do anyway, but more usually to preserve the cover of an old book, not one that’s brand new).
Then I realized my mistake: I had bought the U.S. edition, forgetting to seek out the original British edition first. Bloomsbury first published the book in the U.K., and Grove published it in the U.S. Following are the first few pages of each edition side by side. The Bloomsbury images are screen captures from Amazon UK, and the Grove images are my own scans. (Although the Bloomsbury drop caps do not conform to the modern ideal, they are actually true to how books were set in the late 17th century, which those pages successfully evoke. The Grove edition sets these sections just like the rest of the text, only ragged right.)

Apart from its degraded vessel, John Saturnall’s Feast is a compelling fantasy about the power of cooking, representing alchemical wizardry and creativity to woo, mock, and sustain in lean times as well as flush. And ultimately to cross barriers, to subvert orders, to assert an older magic, older gods, a natural order.

Granting a generous average capacity factor of 15%, that comes to 121 acres (49 ha) per MW of average output.
The average per-capita electricity load is about 1.9 kW in Canada, which comes to almost a quarter-acre of solar panels per person.
But the sun doesn't shine brightly all the time, and not at all at night. So, even with more favorable numbers, all of that acreage paved over with solar panels is sacrificed in addition to continuing reliance on other sources.

Slate notices the misapplication of climate action

Eating beef is particularly environmentally damaging: Cows are less efficient than chickens or pigs at converting corn (or other feed) into body weight, so they consume more of it than other livestock do. As a result, the industrial agriculture system employs 55 calories of fossil fuel energy to produce 1 calorie of beef. Meanwhile, livestock production is responsible for much of the carbon footprint of global agriculture, which accounts for at least 25 percent of humanity’s annual greenhouse gas emissions, according to the U.N. Food and Agriculture Organization.(The rest of Hertsgaard’s article delves into the “responsible meat” fantasies of Michael Pollan, in denial of the facts just spelled out here.)
Despite its large carbon footprint, the agricultural sector is invariably overlooked in climate policy discussions. The latest example: In his 50-minute speech on climate change last week, President Barack Obama did not even mention agriculture except for a half-sentence reference to how farmers will have to adapt to more extreme weather.

Few would have to change their livelihoods as radically as American farmers if efforts to combat climate change became more serious. ... [T]he biggest change delivered by science to farming in the past century is ... the advent of fossil-fuel-powered machinery and fertilizer wrested from the air by chemistry. That, along with cutting down forests to make room for farms around the world, makes agriculture the second-largest cause of the greenhouse gas emissions changing the climate. There's methane from massive meat farms and manure lagoons. There's nitrous oxide — yes, the stuff used at the dentist’s office — seeping out of the soil thanks to all that nitrogen fertilizer, and it's no laughing matter since N₂O is nearly 300 times more powerful as a greenhouse gas than CO₂ over a century [and persists in the atmosphere less than a tenth as long as CO₂, making it ~170-fold a more effective target for action. And methane is more than 20 times more powerful as a greenhouse gas than CO₂ over a century and persists in the atmosphere only 10 years, making it ~200-fold a more more effective target for action.](The rest of Biello’s article mostly describes only reducing tillage, but with the example of using herbicides instead.)
Also noticing the misapplication of climate action is the National Academy of Sciences, in its recent report “Effects of U.S. Tax Policy on Greenhouse Gas Emissions”:
[T]he combined effect of current energy-sector tax expenditures on GHG emissions is very small and could be negative or positive. How to set a proper drop cap
A Proper Drop Cap
It is crucial to remember that the drop cap is part of the first line of text. It should therefore be set to be clearly attached to the first word, unless it is a single-letter word in itself, in which case the first line of text should be closer than the subsequent lines to the drop cap. After a drop cap, it is also customary to set the rest of the first word in caps or a few words in small caps.
The space between the drop cap and the lines after the first should be visually equal to the space between lines. That is, except for its connection to the first line, a drop cap should have equal space around it, both to the right and below.
A drop cap usually looks better balanced if it overhangs the left text margin slightly. The amount varies with the shape of the letter.

Comments on July North American Windpower
On page 20, the journal’s editor, Mark del Franco, reports “Obama Addresses Climate Change”:
The plan calls on the U.S. Department of the Interior to permit enough renewables projects on public lands by 2020 to power more than 6 million homes. According to the American Wind energy Association (AWEA), such an undertaking would require the construction of more than 11,000 wind turbines assuming a 35% capacity factor and an average turbine size of 2 MW.Del Franco does not provide a critique of that plan, so here it is.
First, 11,000 2-MW wind turbines would require 1,000,000 acres, more than 1,500 square miles, not to mention massive new power lines (the cover story of this issue is about the 8-billion-dollar, 3,600-mile transmission project that will carry wind output from west Texas to the state’s load centers in the east).
Second, 11,000 2-MW wind turbines would cost more than 40 billion dollars, two-thirds of which would be public funds to ensure the enrichment of private energy investors. And the turbines last only 10-20 years, so such a cost would be recurring.
Third, “6 million homes” in the U.S. represents about 4% of residential use, 1.5% of total electricity use, 0.6% of total energy use, and 0.2% of total CO₂ emissions. (As calculated using data from the U.S. Department of Energy’s Energy Information Administration.)
In short: Obama’s climate action plan calls for 40+ billion dollars to industrialize 1,000,000 acres of public land to (theoretically) reduce CO₂ by 0.2%. (And if consumption continues to grow? Then that figure becomes even more insignificant. And if wind, an intermittent and highly variable source, makes other plants run less efficiently, ie, emit more CO₂ per unit of electricity fed into the grid? — Whoops!)
Also in this article, del Franco calls the AWEA an environmental and conservation group. From their own web site: “AWEA is a national trade association representing wind power project developers, equipment suppliers, services providers, parts manufacturers, utilities, researchers, and others involved in the wind industry.” It should be obvious that industrial-scale energy development that requires large areas of rural and wild land stands firmly against the concerns of environmental and conservation groups.
Finally, another piece by del Franco requires a quick comment, “How Wind Can Aid In Climate Change”, page 6:
He [Larry Schweiger, president and CEO of the National Wildlife Federation] says scientists are also studying the link between May’s deadly Oklahoma tornadoes and climate change, but at this moment scientists do not have sufficient data to conclusively link tornado frequency and intensity to a warming planet. “The point is we are changing the climate with carbon pollution, and that is triggering unprecedented and dangerous weather conditions around the world,” he says.Wasn’t the point, “scientists do not have sufficient data” to conclusively link weather conditions to a warming planet? Never mind. The point for such industry apologists must always be that we need to promote extensive industrial wind development in our last remaining rural and wild places to reduce human emissions of CO₂ — by, maybe, 0.2%.
OK, one more: “Campaign Combats Anti-Wind Myths”, page 8:
“The wind industry is being attacked by media-savvy and politically influential adversaries who often display a brazen disregard for factual information ...,” comments Morten Albaek, Vestas Group senior vice president.That is, comments a media-savvy and politically influential industry flack who often displays a brazen disregard for factual information. Not to mention the absurdity of well funded full-time developers, lobbyists, and consultants painting themselves as victims as they expand their campaigns against for the most part spare-time volunteer citizens’ groups.

Wishful thinking of wind energy proponents
Kurt Staudter claims knowledge from a quarter-century of working in the electric industry, but one big fact seems to have passed him by (“Not in My Back Yard, but OK in Yours,” While We Were Sleeping, June 27). It’s been decades since the U.S. has burned any significant amount of oil for electricity. While 9/11 may have been about oil, particularly that in Saudi Arabia, the U.S. seems to have invaded and remained in Afghanistan to gain uncontested access to central Asian gas fields. Wind energy has nothing to do with oil, which is used for transport and heating, but it depends a great deal on natural gas.
As Staudter knows, the electric grid has to maintain a steady flow of power equal to demand second by second. Since wind is highly variable, it needs to be balanced by generators that can ramp quickly up or down as needed to maintain steady power. Such generators are fueled by natural gas. So wind energy, rather than moving us away from the causes of 9/11, contributes instead to the “reasons” for continuing U.S. aggression in central Asia that makes another 9/11 more, not less, likely.
Staudter must also know that operating a generating plant with frequent rapid ons and offs wastes fuel and wears down the machinery faster. Several analyses have found that combined-cycle gas turbines alone — which are more efficient and possible without the balancing needs of wind — would have no more, or would have even less, emissions than open-cycle gas turbines required to work with wind.
Finally, Staudter says wind is cheap. If that’s his “trump card,” then we should all welcome fracking, tar sands, and mountaintop-removal coal. But in fact, turning wind into electricity is not cheap. It is a diffuse source of energy, so it requires a massive sprawling infrastructure to collect any meaningful amount — in addition to the balancing generators to make it useful to the grid. The simple fact is that wind energy requires subsidies covering two-thirds of the cost (thank you, ratepayers and taxpayers) to make any profit.
At best, wind turbines represent wishful thinking. But the industrialization of wild and rural places at such great public and ecological cost makes them much worse: a symbol of waste, folly, and profiteering. In other words, business as usual.
